Yes, the Ministry has advanced several strategies. In 2017, the Green Book 2030 was published with the purpose of outlining strategic guidelines from the STI to 2030. This document has served as one of the inputs for the construction of the STI policy and the corresponding policy document. On the other hand, the National Development Plan, a guiding document, roadmap of national governments for four-year periods, is being articulated with the SDGs in such a way that the commitments made by national governments are contributing to meeting the SDG targets..

No, no obstacles have been identified with the development of the programs framed in the development plans related to STI. However, it is clear that many of the expected results will not be adequately measured until impact evaluations are carried out to clearly demonstrate compliance with the purposes and objectives of the programs formulated in the country.

CONPES 3918 of 2018 `Strategy for the implementation of the Sustainable Development Goals (SDGs) in Colombia`, aims to define the strategy for the implementation of the SDGs in Colombia, establishing the monitoring, reporting and accounting scheme, the statistical strengthening plan, the territorial implementation strategy and the mechanism for dialogue with non-governmental stakeholders.
What economic, finance and policy tools are available to advance STI geared towards sustainable development and effectively meeting the SDGs?
CONPES 3918 of 2018 `Strategy for the implementation of the Sustainable Development Goals (SDGs) in Colombia`, presents an indicative costing to 2030 to implement four of the seventeen defined tracer goals and the identified funding sources. The total estimated cost to implement these four 2030 goals is 108.19 billion COP and they are associated to the core institutional offer of the State.
How do international development cooperation policies address the role of STI for global development?
The Ministry has clearly identified the need to articulate efforts with international actors to access international mechanisms, international funding, and access international capacities in science, technology and innovation. From the entity and with the support of an internationalization team, work is being done on these fronts activating and generating contacts with various strategic actors worldwide to leverage resources, promote mobility and exchange of researchers, as well as to sign joint cooperation agreements to strengthen STI in Colombia. The main objective of the Internationalization team is to position the scientific, technological and innovation cooperation of Colombia as an international reference to contribute to address global challenges.
How is international science and research collaboration policy shaped and managed in order to contribute to achieving the SDGs
The Ministry is currently building an international cooperation policy and a science diplomacy strategy, which are expected to be published by the end of 2022. However, as already mentioned, the entity has been strengthening international cooperation channels in strategic issues such as exchange of researchers, support for the development of joint research, technological development and innovation projects, training of human resources in STI, among others, programs that are aligned with the SDGs in terms of strengthening research in Colombia, or the socialization and dissemination of the STI among the Colombian population in general.
