In 2018, a comprehensive reform of the Polish higher education and science system, named the Constitution for Science (or Law 2.0), took effect. It was a significant reform that resulted in changes to the areas covered among others by the UNESCO Recommendation on Science and Scientific Researchers. A unique experience in creating the Constitution for Science was the consultation process: 1.5 year of meetings, conferences and exchange of views, 3 projects prepared by the science environment and peer review report `Poland´s Higher Education and Science System` as part of the Policy Support Facility initiative (Horizon 2020). National Science Congress, attended by 3,000 participants, was the culmination of the work. New solutions are described in detail below.
