The Recommendation on Science and Scientific Researchers (2017) document with the guidelines were transmitted to the Ministry of Higher Education and shared/communicated with local institutions including Kuwait Institute for Scientific Research (KISR), Kuwait University (KU), Public Authority for Applied Education & Training (PAAET), Kuwait Foundation for the Advancement of Sciences (KFAS) and other institutions. A National Committee for preparation of the country report was established. Coordination with regional and local UNESCO offices has been conducted. For improvement it is recommended to present and share examples of submitted questionnaire or national reports from other countries. Provide training for report development after the first submission for those who were engaged in the national report development. UNESCO support in terms of providing consultancy to the report development can be helpful.

Consultation has been sought with the local STI related institutions. A national committee was established from these local STI entities with expert members to prepare the country report. The country report was prepared as per the UNESCO Recommendation on Science and Scientific Research and was duly submitted to UNESCO, Kuwait Office on June 30th, 2021.

Measures that have been made incorporated in Kuwait Vision 2035 and the Kuwait National Development Plan (KNDP) for SETI empowerment. The Government of Kuwait is considering development of SETI Policy and strategy. This will be in line with UNESCO Recommendation on Science and Scientific Research. Some aspiring targets are proposed as follows: Increase in R&D expenditure as percentage of GDP up to 1% by 2030 (GERD/GDP percent is 0.06% in 2018). Increase in number of researchers by 30% or more per million inhabitants by 2025. Increase in number of annual patents by 30% and improving GII ranking/scoring by 2025. Increase in number of technical journal publications by 30% by 2025.
