Science, Technology and Innovation for SDGs
In the period 2017-2020 were measures in place to encourage that STI is geared to help achieve SDGs?
yes
If yes, please describe
Bulgarian educational and scientific development system are transitioning to open science, inlc. by publishing in indexed and referred sources and enhancing scientific research (nfrastrucure, skills international cooperation, development of young scientists, science communication, etc). In this context, Bulgarian researchers´ results are an evidence that the recommendations are achievable in the long term. The measures taken to provide SDGs are aimed in the following directions: (a) ensuring continuity of generations of scholars in training for the continuation of projects; (b) expanding the material base of projects; (c) dissemination of project results through scientific periodicals and the media, free circulation of scientific data (d) application of the results to basic research, for example results of computer corpora and databases. Both the opportunity to publish and communicate research results and access scientific articles and texts have significantly improved over the past 5 years. This undoubtedly favors the development of scientific disciplines, as well as the exchange of experience, information and good practices among scientists. An important step in this direction is the significant increase in the exchange of information and experience at the international level, due to the increased cooperation of scientists of different nationalities. It is worth noting the stimulation of young scientists through many good practices (tested and assessed), which in turn leads to a significant popularization of science and research among the younger part of society. Last but not least, the created teaching aids in the ethical norms and dimensions of the scientific activity significantly improve the quality of both the research and the professional and practical ethics and mutual assistance. A note should be made that equal opportunity to access international journals with impact factor is particularly problematic to researchers in the field of social studies from Eastern European countries. Acceptance of articles should be liberalized in a number of international journals. The sooner action is taken in this direction; the more diversity will be added to the development of knowledge. Otherwise gaining knowledge will only happen unilaterally.
Are there any obstacles to achieving SDGs observed in your country that relate to the STI system?
no
If yes, please describe
N/A
Does your country have an overall integrated plan for designing and developing STI policies and practices geared towards achieving the SDGs, such as an STI roadmap for SDGs (this practice is encouraged by the UN)?
yes
If yes, please describe and attach
The National strategy for development of scientific research in the republic of Bulgaria (2030), The National Road Map for Research Infrastructure (2014-2020, 2020-2027), National science programs (www.mon.bg).
Is your national STI system designed and managed to support the achievements of the Sustainable Development Goals?
yes
If yes, please describe
Sustainable Development Goals are addressed, among others.
What economic, finance and policy tools are available to advance STI geared towards sustainable development and effectively meeting the SDGs?
The National strategy for development of scientific research in the republic of Bulgaria (2030) and funding by the National Science Fund, The National Road Map for Research Infrastructure (2014-2020, 2020-2027) and the funding for the projects/infrastructures included, National science programs (www.mon.bg) funding projects for carrer development of young scientists, cooperation (and return) with scientists from the Bulgarian diaspora, international cooperation, funding projects with Seal of Excellence, etc. Funding projects under the Smart Specialisation and Innovation Strategy (I3S).
How do international development cooperation policies address the role of STI for global development?
International projects and cooperation establish thematic networks. They contribute to the exchange of knowledge and develop projects that imply continuity and sustainability.
How is international science and research collaboration policy shaped and managed in order to contribute to achieving the SDGs
Creating a model for collaboration between business, institutions and scientific organization and by promoting of a model for recognition of acquired scientific competencies.
